That was intentional. Version 1.25 2007/06/25 is the version the survey [1] asks about publishing. It's now at version 1.27 2007/07/03 [2], as you point out. The survey only covers changes which are agreed on by Anne van Kesteren and Dan Connolly. I don't know if such agreement exists for that version. Can either of them clarify this? The survey closes later today.
