A commenter on the whatwg blog [1] expressed confusion over the requirement of
the root element, while still allowing its tags to be omitted.
The spec is technically correct, but I suggest that the spec include some
explanatory text in the Optional Tags section [2] explaining that in the case
of omitted tags, particularly start tags, the elements are still present.
