Task Force Decision on CfC; Publish FPWD of HTML-AAM 1.0

Only responses in support of the following Call for Consensus have been
received. This CfC is, therefore, agreed as a consensus of the HTML-A11Y
TF.

The CfC and its responses are available beginning at:

The chairs of HTML-WG and of PF-WG are now requested to conduct their
individual CfCs on this question.
