AgID implementation of ORG

Dave, everyone,

This is the implementation report for ORG that I received from AgID, an 
agency of the Italian government. I've added it to the wiki but I admit 
I've done so in a hurry as I need to catch a train.

When I get a minute I will add the translated labels and comments to the 
schema that they've kindly provided too. Credit is due to Antonio Maccioni.

I'm unlikely to be on the call today but will try and join if I can.
