It's pretty clear that a vote would only reveal that Dave sustains his objection. There seem to be three ways of moving forward: 1. Those who really want to keep the procurement section need to convince Dave of its value or work on its contents to make the section acceptable to him. 2. You could try to wear him down and sneak the document past him when he doesn't pay attention. 3. The editors could drop the section and publish it somewhere else (wiki, blog, etc.) My preference would be for 3.
