- Seems like we got to consensus on list that XForms tagset 
  would benefit from the form tag since we resolved that 
  XForms tagset will allow streamlined syntax based on 
  UI controls plus attributes to imply various MIPs
- Looking for a resolution to have form tag included to
  surround the stuff that will constitute its implied
  model, and allow multiple form tags in document, and
  have main attributes of form tag imply a default submission

  but seems useful to be able to imply a further submission by
  using submission attributes on submit

- Once we have form tag with implied model, it is reasonable to
  allow author ramp-up to explicit models for specific purposes,
  e.g. bundle of instance data, binds, submission for web service
  These could be expressed as model elements within form tag, and
  should ideally have their definitions stored externally.
- Looking for resolution that expressed models within a form tag
  can use src for external definition and that they are processed
  as inner models to the implied model.  Resolution implies adding
  these concepts to XForms proper.
