EOCred: show other requirements

Not all requirements for educational and occupational credentials are 
related to competencies. Examples include minimum age requirements or a 
period of work experience as a trainee.

We could deal with this with a new property:

name: otherRequirements

definition: conditions such as a traineeship period, or minimum age, 
etc. that must be fulfilled in order to hold this Educational 
Occupational Credential. Do not use for competency requirements or fees.

Does anyone think that this is not necessary?
