matthiaspalmer has just created a new issue for https://github.com/w3c/dxwg: == Express dct:contributor explicitly or via qualifiedAttribution == The text in [13.1](https://w3c.github.io/dxwg/dcat/#qualified-attribution) as well as the [hadRole description in the changelog](https://w3c.github.io/dxwg/dcat/#changes-since-20140116) seems to indicate that qualifiedAttribution should not be used when the relation is well captured by the semantics of dct:publisher, dct:creator and dct:contributor. However, dct:contributor is not listed as one of the properties on a cataloged resource. This seems inconsistent.
