OK - from my perspective I think the response is definitive and DCAT is not broken and there are examples enough to back it up. Future work might just be to tune the way its presented or a primer. This is perhaps at odds with the statement "that it applies to the subject of the triple itself, not a resource that the content of the subject may be describing.
