Re: [dxwg] definitions clarifications of conforms to (#1130)

Just for future reference,  there are some examples in the dcat document illustrating the different use of dct:conformsTo 

- [Example 33](https://www.w3.org/TR/vocab-dcat-2/#ex-inspire-conformant-dataset) shows  a well-known pattern to represent the conformance  of a dataset  to a standard

- [Example 45](https://www.w3.org/TR/vocab-dcat-2/#ex-elaborated-bag) shows different uses of dct:conformsTo with dcat:Dataset , dcat:Distribution  and dcat:DataService

- [EXAMPLE 48](https://www.w3.org/TR/vocab-dcat-2/#ex-service-eea) shows other examples of dct:conformsTo  to dcat:DataServices

 Besides the examples from DCAT, we have the one from DQV example ["Express the conformance of a dataset's metadata with a standard"](https://www.w3.org/TR/vocab-dqv/#ExpressConformanceWithStandard), which shows how to apply conformance in DCAT for metadata standards and profile like DCAT-AP.

So what we leave as future work it is basically collecting these examples in a primer and commenting them in one place to show more promptly the different flavours of use of dct:conformsTo.
