@aisaac But there is a difference in expectation on maintenance and governance. If I understand the processes correctly, if we published a set of general properties as @kcoyle proposed, those would be part of the recommendation and they would be fixed. Any subproperties that people wanted to define as specialisations would be outside of the DCAT namespace. If on the other hand we were to publish a SKOS concept scheme with some predefined roles, wouldn't people expect that someone managed that concept scheme and that they could write to someone to add a concept to it? Who would that be?
