I agree that for content negotiation we may need to require that profiles be online and accessible, but is there a reason why one could not cite a profile that exists as a document on a shelf, just as one would cite a book or a journal article? Surely there will be times when we cite standards that aren't available online, and profiles have some of the same characteristics of standards.
