Well, I was present for the discussion, but this greatly precedes the f2f. A profile (also called application profile or metadata application profile) defines the vocabulary used in the metadata as defined by a community. So if you look at GeoDCAT-AP, the tables there list the properties that are used in the metadata that the profile defines, which is the metadata that will be produced and exchanged by the GeoDCAT community. That's all that this means. The community of folks who are producing and exchanging this particular metadata as defined in the AP.
