profileDesc decision

I created an issue for this, with an attempt to outline the options that
the group needs to consider.


I believe that the first question for the group is whether they are
confident that they understand the proposal. At this point, asking
questions for clarification is key, so please ask away! We want our
consensus to be based on a good understanding.

We have scheduled a discussion period that needs to end with a decision
at our September 11 plenary. This will give guidance to the profile
guidance group that affects the structure and content of that deliverable.
