The idea of the undated URL is that it points to the latest version which in this case would be the Working Draft for the specification we want to replace the 2014 DCAT Recommendation.  If I am wrong and we envisage the new and old Recommendations to live on side by side, rather than the new one superseding the older, then a new URL short name is needed.
