Here a draft text to be included in the Usage notes for dct:license and dct:rights: "Information about licences and rights SHOULD be provided on the level of Distributions. Information about licences and rights MAY be provided for Datasets in addition to but not in stead of the information provided for the Distributions of that Dataset.
