RE: Use case requirement 6.13.1

Hmm. As the contributor of the original use-case [1] that triggered this requirement [2] I am concerned that the change of emphasis from 'semantics' to 'structure' changes the goal here. It is precisely the *meaning* that was the concern here. Yes, meaning is tangled up in structure, but it is mostly *semantics*. The point was to support inclusion of precise, fine-grained semantics in a description. The kind of example we had in mind were to allow any or all observed-properties (aka measured-variables), instruments, locations, etc to mentioned in the metadata.

Per today's meeting, here is a draft of the PROPOSED wording:

6.13 Describe formal aspects and structure of datasets

6.13.1 Provide recommendations and mechanisms for data providers to describe datasets with a formal description of aspects (e.g. instrument/sensor used, spatial feature, observable property, quantity kind).
