[DWBP] Intended Outcomes and Tests

Hi everyone,

During the F2F in Zagreb, the chairs shared a docx [1] in order for the
members of the DWBP WG to validate the intended outcomes and tests.

I checked most of them and made some changes, added some comments. I also
put my view about the automation of the tests.

I had doubt how to do this to BPs related to Persistent URIs, real-time
access, and others.
