I think Ghislain's diagram at
https://www.w3.org/2013/dwbp/wiki/images/7/73/Lifecycle.pdf is correct.

Publication comes before Access. In fact, it is possible that data is
published that is not accessed at all. You usually need some sort of
announcement to make potential users aware that the data is there.
