+1 Ghislain I felt like sections 1.2 and 1.3 provided a very thorough explanation.
My first reaction when I saw this definition was "oh no it's in a semantic web related spec, is that going to be unappealing to the non semantic web side of the Open Data community". But when I read the sections I realized how broadly IRI was being defined here and could easily satisfy someone who wanted to use IRI from a REST (resource as a service, file etc.) perspective for example.
