I am happy not to 'recommend' but I still think it could be useful to refer to existing solutions. And it's not entirely clear to me whether there are ANY cases where contracts/policies can be avoided -- ideally, all data that is published should have an associated, explicit policy that states the conditions for its (re)use. Even Open Data needs (open) licences, which is a type of contract/policy. We should at least recommend that data publishers also publish an explicit re-use licence. Makx.
