Change default DPV serialisation to RDFS+SKOS

Hi.
We have a proposal to change the DPV's default serialisation to 
RDFS+SKOS instead of the current (hacked) SKOS implementation.

In practice, this should not have any bearing on those using DPV as the 
concepts will not change. I propose to group this change together with 
other Major changes that are in the pipeline. This would significiantly 
make updates and maintenance simpler - so that is an added incentive.
