ODBASE paper - draft

Dear All,
Here (attached) is the draft of the paper we are working towards for OBASE.
For authors, we have taken the list of authors from the spec document.

Please check your names, affiliations, and if there are any funding 
acknowledgments to be noted in the paper.

@bert would it be possible to upload the updated spec as we mention the 
date in the paper to be 25 (date of latest spec), thanks.
