The Turtle file of the SHACL namespace is normative part of the spec. Before going to CR status we need to clean this file up and make sure it has a URI under which it can be reached. Maybe it could even be uploaded to the final place.

The TTL file also needs clean up, at least in its rdfs:comments, to make sure it aligns with the current spec.
