This is rather moot as the working group has decided to adopt a different approach, but I want to put forward my view on whether my proposal went against this resolution. I agree that my proposal is pushing the boundaries of this resolution. I did point out how differing severity levels can be effected in my proposal. Therefore, I don't view my proposal as violating this working group resolution. peter
