RE: June 18 call summary: resolved to publish use-cases-and-requirements

Thanks for your help.

Pending resolution of the [request sent to Ivan this morning][1] I have managed to run through the entire publishing process to generate the [`Overview`][2] and [`diff`][3] html pages via RawGit.

Regarding the [PubRules][4] validation (see [results][5])...
- I fixed some nested anchor elements caused by using `<a>` within a figure caption that then got wrapped in another `<a>` by respec, and found a pair of unescaped `<` and `>` characters ... nothing much.
- HTML validation still complains (with a warning) that the <bdi> element is not generally supported
- I get an error on the boiler plate regarding the Patent Policy ... even though this is generated by respect :-(
- I get a number of HTTP 404 errors on URLs in the document; but these are all from with <pre> elements (e.g. literal examples) and we agreed last time that these didn't count
- I get an HTTP 403 error on http://www.nhs.uk/aboutnhschoices/contactus/pages/freedom-of-information.aspx - but this resolves fine for me in my browser!

Once we're happy that the UCR document is in its final state, I'll run though this process again ... it didn't take very long.

Also, I'd appreciate an experienced assessment on the things that PubRules says I need to manually verify. Most of them seem OK - but what do I know!?
