w3ctestlib fix for HTML encoding detection

w3ctestlib currently tries to run the HTML encoding detection
separately to the parser, which doesn't work in general (and notably,
it doesn't work for a number of tests in the repo).

This patch fixes that and also makes it possible to use more
up-to-date releases of html5lib.
