Character encoding of line-break-strict-017 test: windows-1252 (Firefox 27) instead of UTF-8 (Chrome 32, Opera 12.16)

http://test.csswg.org/suites/css3-text/nightly-unstable/html/line-break-strict-017.htm

With Firefox 27 (Ctrl+I), it appears that the test has been saved 
in/with windows-1252 charset.

With Chrome 32.0.1700.107 and Opera 12.16, the test is rendered using 
UTF-8.

Hmm... this is weird:

and

are using UTF-8 encoding with Firefox 27.

So, why the test

http://test.csswg.org/suites/css3-text/nightly-unstable/html/line-break-strict-017.htm

appears to be using windows-1252 ?
