[css-regions] Test coordinator for the CSS Regions spec - Mihai Balan

Hi,

Mihai Balan has been driving the testing efforts for CSS Regions for a while now, so I'd like to formally appoint him to this role for the W3C spec tests.  I'm happy that Mihai will be leading the way in defining what spec-level test suite ownership is by being the first! We'll be working together on creating guidelines for this role to encourage others to follow in the future.

I've made a small change to the test suite cover page to include the Test Coordinator section at the top and these suite pages are now linked from all the specs. Once the scripts land and everything is built, you'll see it here [1] (and on all suites).
