RC6 zip doesn't contain all XHTML XHT testfiles? from Robert Stam on 2011-04-11 (public-css-testsuite@w3.org from April 2011)

Hi All,

I downloaded the RC6 zip and unzipped it; it looks like that is misses
A lot of XHTML test files. There are 4520 files only, I was expecting
around 9600 files.

The nightly unstable has that many/less files as well, can anybody
explain why?
