I know we have talked this to death but I wanted to make sure that we were still going with a space separated list of flags in the meta element.

This is currently what I am documenting in the Test Suite wiki I just want to make sure my assumption is correct before I save the change.

Also are we going with 'required' for the name attribute or 'flags'?
