CSS2.1 tests

Many tests contain arrow characters, such as "→", to facilitate interpretation.  Unfortunately, not all systems have these characters available, in which case they deter from interpretation rather than helping.
 
I suggest they be replaced with ASCII characters (such as ==> ) where possible, or removed.
