Re: [csswg-drafts] [css-fonts-5] <meta text-scale> limits (#13557)

This seems like a fine change as long as
1) This is in addition to the existing keywords. E.g. the accepted value would be something like `legacy | scale | <length>` (what happens if <length> uses `(r)em`?)
2) "If the user's preferred size is larger than this, the UA clamps it so it never gets a **default size** larger than it can handle." -- **default size** means the computed value of `medium`, right? If so, seems fine. (This also means we don't have to worry about incorporating uniform vs non-uniform scaling into this issue.)
