@tabatkins helped me understand this. The proposal is for the value in `content` to be the maximum supported scale for the medium keyword. I think the usecase being solved is good, but this is very hard to understand. Could we instead do something like `<meta name="text-scale" content="scale-medium-up-to=NUMBERpx">`? The WCAG guidelines require [200%](https://www.w3.org/TR/wcag-3.0/#text-appearance).
