I still don't think listing an explicit maximum is meaningful, since I think even if the author tested that a 60px default font size works when the viewport is 1200px wide doesn't mean that it will still work when the viewport is 500px wide. And in pages that are designed so that only some sizes work, the relationship between the font sizes and viewport sizes will vary between pages; it's not something that we can engineer an answer to in the spec.
