Over in the Media WG we're trying to help web developers serving media content provide the best end user experience and we've encountered an interesting scenario that we'd like to get the CSSWG's feedback on. @chcunningham did a great job summarizing the *very long* discussion down to the various options we feel are available [here](https://github.com/w3c/media-capabilities/issues/135#issuecomment-547673815).
