After some private discussion with @birtles we came to an agreement to let the current neutral element paragraph focus on SMIL. WebAnimations currently does not require a neutral element but might in the future. In this case, the WebAnimations authors should suggest changes to CSS Transforms 1 (or 2 respectively).
