The CSSWG discussed this issue in January, the minutes are available here: https://lists.w3.org/Archives/Public/www-style/2017Feb/0049.html https://lists.w3.org/Archives/Public/www-style/2017Feb/0069.html The spec was updated to move the `text-decoration-skip` property to Level 4, to attempt splitting it out into longhands, and to define that the UA _may_ skip ink in L3 with controls to be defined in L4. “ UAs may interrupt underlines and overlines where the line would cross glyph ink and to some distance to either side of the glyph outline; this behavior is not controllable in this level, but will be further defined in Level 4.
