Manu may be willing to offer more context, but I think it actually started
as verifiable credentials, but legacy identity groups objected, so it
became verifiable claims. Unfortunately claims became conflated with
“verifiable facts” which it wasn’t offering. So for final release
verifiable credentials was restored.
