I prefer to retain the old repo, but archive it and setup redirects and
merge the git histories.

We've made some updates to the traceability vocab here:
https://w3c-ccg.github.io/traceability-vocab/

Looks like https://w3id.org/citizenship/v1 will also need to be updated to
use the ccg repo.
