+1 re: protocol vs. data-model issues.

I've noted version control as another facet to providing validation controls

Beyond the notation of an expiry date; what is the longest possible
lifespan of a credential? Is it the timespan that the encryption method
used on the document is considered useful / difficult to break?

Expiry also brings up issues about long-term archives i guess. not that
support necessarily creates an operational issues.  Perhaps therein is the
variance between optional and mandatory.
