There's been a suggestion that they be sequential. I will look to the W3C staff to help arrange that.

I think the intent of "network friendly" covers a variety of things and some of them overlap with the Performance session objectives, e.g. from [1] Network Measurements and Network Streaming Measurements. Others are about the effectiveness of apps in a variable network context, and touch on UX and resource efficiency. Network context and performance information can be important to both UX and efficiency. But what it takes to design an app that provides a good UX (a "smarter Webapp") goes well beyond system info and instrumentation. The intent of the session from my view was to consider how the GSMA guidelines in their broader scope relate to the features/techniques available to Web applications (and what more is needed), with perhaps a key aspect (but certainly not the only one) being resource efficiency.
