These lists are for items where "at least one of the following is true". There is no sequence related to these items.

Proposed Change:
Change criteria lists in 3.3.4 and 3.3.6 to unordered lists.

Consider adding the "; or" format used at the end of list items in 2.2.1 to reinforce the "at least one of the following is true" requirement.
