WCAG 2 Comment page does not appear to be working

I’ve tried to submit comments on this page using Chrome 12 and Firefox 7.
After submitting page (with checkbox checked) page just returns with all
fields still populated with no errors indicated.  Can someone please look
into the comment form as it appears to not be working correctly.
