F52: Failure for SC 3.2.1?

Summary of Issue: F52: Failure for SC 3.2.1?
Comment (Including rationale for any proposed change):
F52 should be Failure of SC 3.2.5 rather than SC 3.2.1.



SC 3.2.5 "Change on Request: Changes of context are initiated only by user request or a mechanism  is available to turn off such changes. (Level AAA)"



In both of examples shown on F52(http://www.w3.org/WAI/GL/WCAG20/NOTE-WCAG20-TECHS-20090105/F52), any component of the pages doesn't receive focus when they are loaded.



Also, in the "Expected Results" of F22, it reads "If step #2 is true, the failure condition applies and the content fails the Success Criterion". This describes the same situation as F52.

Proposed Change:
Please clarify the reason why F52 is a failure of SC 3.2.1 and why F52 is not a failure of SC 3.2.5.
