Dear WCAG WG I sent my second response by accident. The "save" and "send" buttons are adjacent. I cannot separate the letters well in the menu interface, so even with large print I mix them up. The WCAG WG did not address my issues with accessibility support namely: the need for element level font / text styling. I did not challenge the fact that structured PDF meets physical criteria of 1.3.1. It does. None of the accessibility support cited addresses the issues I raised. So, I need to clarify the issues. I think my original letter was to long and mixed issues with need. I will take a week or two to develop a web page that will delineate access issues and the need in a separate sections. My contention is that the accessibility support for structured PDF regarding 1.3.1 does not exist for people who have low vision and are not legally blind. Acrobat Reader support is incomplete, and Zoom Text is an inappropriate AT for much of this population. Wayne
