Reorganizing the requirements in WCAG 1.2

In attempting to harmonize ATAG 2.0's "Guideline A.2.2 [For the
authoring tool user interface] Display synchronized alternatives for
synchronized media" with WCAG 2.0's "Guideline 1.2 Time-based Media:
Provide alternatives for time-based media" I found the WCAG guideline
confusing because it's bold labels mix the media types to be made
accessible (e,g,"Audio-only and Video-only (Prerecorded):") with the
ways this can be done (e.g. "Sign Language").

I think it makes the most sense to follow the lead of WCAG Guideline 1.1
and focus on the original media since that's what content authors will
have in front of them.

NOTE: The proposed changes are purely organizational and are not
intended to modify any normative requirement.
