(Level AAA) Comment: In general WCAG 2.0 does not provide enough guidance for improving the accessibility of web content for people with cognitive, language and/or learning limitations. At the very least, providing a mechanism that will enable users to easily obtain an expanded form or meaning of abbreviations should be a Level AA success criterion. Proposed Change: The SC for 3.1.4 should be AA
