(Level AAA) Comment: In general WCAG 2.0 does not provide enough guidance for improving the accessibility of web content for people with cognitive, language and/or learning limitations. At the very least, providing a mechanism for enabling users to easily obtain definitions of unusual or specialist phrases should be a Level AA success criterion. Proposed Change: Change the SC for 3.1.3 to AA
