Making Content Usable Glossary updated to WCAG 3 format for review

Hi all - as a takeaway from Monday's meeting, I mapped the existing Making
Content Usable Glossary to the format used in the editors draft of WCAG 3
<https://w3c.github.io/wcag3/guidelines/#glossary> to get a feel for that
format for COGA - google doc (Comment permissions on) with those results
and summary of changes from current COGA format

We can chat about it at some future meeting as an agenda item

Note that visually, I've made Notes and Example boxes as 1x1 tables to
simulate the look of the WCAG 3 editors draft for now.
